Our primary goal is to serve the university’s transportation and access needs. In order to provide services to the campus, we must also address our current budget shortfall. Developed with input from the campus community, the following transitions are being proposed.
Bus Zone/Transit Pass
The Bus Zone program (limited bus service that was entirely subsidized by UC San Diego Transportation Services) will be phased out to make room for the new expanded full Metropolitan Transit System (MTS) Regional pass, which includes access to trolley and bus routes throughout the region.
To offset the initial cost to users and encourage alternative transportation use, the department will subsidize up to 50% of the cost of the MTS Regional Pass during the first year. See current MTS Regional Pass rates.

| * Future pass rates are based on current 2012 rates and do not factor in future user rate increases that may be implemented by MTS or NCTD. However, the proposed subsidy would remain at the percentage indicated. | ||||||||
Note: In year one, the Transportation Services subsidy falls short of plan goal by approximately $1.7 million and in year two, it falls short by approximately $850,000. The Plan goal is 20% subsidy to be applied to all transit passes.
Campus Shuttles
Campus shuttles will remain free to the campus community, based on overwhelming feedback from students, faculty and staff. Shuttle changes will include:
- The CityShuttle routes (Arriba/Nobel) will transition to be covered by the MTS SuperLoop. Transportation Services is working closely with MTS to ensure that the routes will be adequately covered by additional SuperLoop buses which will be added to the route.
- The Hillcrest/Campus and Hillcrest/Old Town shuttle routes were combined January 2, 2013.
Parking
Rate Increases:
As parking permit fees have not increased since 2006, Transportation Services will institute small, incremental increases over the next three years. The increases slated for year one are less than they would have been if parking rates had been increased annually over the last six years.

*The percentage increase for A permits is slightly higher than B and S parking permits, accounting for the increased availability and proximity of A spaces.
Weekends/Nights:
- Weekend parking will cost $1 an hour or $6 a day. Exceptions will include Triton Day and Commencement.
- Increased restrictions on overnight and long-term parking in certain parking structures from 2 a.m. to 5 a.m. will be implemented to account for higher demand for parking spaces on campus.
Other Parking Changes:
- Lot fees will be charged equally, including disabled parking spaces. Those with disabled placards must purchase a permit to park on campus.
- Departments will be recharged a $20 monthly fee for each Official Business and Service Yard sticker.
- Unused days for quarterly Occasional Use permits will not be rolled over, effective Winter Quarter 2013.
- Programs offering reduced rates for parking in east campus lots will be discontinued; current reduced-rate permits will remain valid through June 30, 2013.
- Daily rates for higher demand lots will be increased to $2 an hour/$16 a day, including Hopkins and Pangea. These rates will be equal to rates currently charged in the Gilman Parking Structure.
Alternative Transportation
- Coaster Club, Pedal Club, Carpool and Vanpool program members will receive free parking incentives for 12 days per year, instead of 10 days per quarter.
- The Transit Club and its benefits will be phased out. Please watch for our new program as it develops.
